Kitten doesn't meow that loud/much?

I found a kitten in the hood of my suburban (thank God its battery died and would not start.) I'd say it's about 1 month-1 1/2 month? I'm honestly not sure. He's not REAL small, but I can tell he's still really young and not fully grown. Anyway, he's not meowing so much and when he does, it's not that loud. He's gotten to the point where he'll let me pet him most of the time, and he'll come out of his little hiding spot to jump around and play in the grass (I have to leave him outside because my mom is allergic. I've tried finding him a home around here, but no one can take him in.. don't worry.. I'm going to build him a little hut soon to live in lol.) Anyway, is this low amount of meowing normal for a cat this age? I've never had a cat before for obvious reasons, so I don't know too much about them. Thanks!
