Help with Lolita styles?

Hello. I really want to become a Lolita (By that I mean the Japanese style, not the obscene stereotype or the book) But no matter where I look, it's MUCH too expensive, or the websites entirely in Japanese, which currently, I can't read. Does anyone know a quality store, that is authentic, but in English, and also at a reasonable price? I know it's a lot to ask, but any help would be lovely T.T
